When is a water cut not a water cut? When it's 'Water Throttling'.

My local authority, Fingal County Council, has take the exciting step of ‘throttling’ the water supply.  The people of Castleknock and Clonsilla (nice areas, North West Dublin) will not be happy.

Check this out for an exciting use of the English language:

Although the public water supply is not cut off, some customers will suffer reduced water pressure or a complete loss of water as a result of throttling.

In addition, the authority has decided on this exciting step:

Greatest restrictions will applied at night-time when there is lower demand on the supply.

Douglas Hogg (or maybe it was Hurd) was reported to have said that the only thing separating Ireland and the Third World was the weather, and perhaps that’s closer to reality today than ever before.
